			Scrollbars are used in the Budget Dialog in-order to increase/decrease the various tax/funding rates; if you held the increase/decrease button down it would end up "stopping" on the wrong return message
			and consequently upon using another scrollbar its buttons wouldn't function as expected (increase functionaning as decrease and vice versa). This was ultimately down to a problem handling the SB_ENDSCROLL
			ScrollBar code.

			It should be noted this applies to a higher-degree in the various tax/funding sub-dialogs.
